The Rochester Teachers Association is declaring an impasse in contract talks with the Rochester City School District.
Union members voted unanimously to seek mediation through the state Public Employment Relations Board.
Negotiations have apparently stalled, after the labor deal with the RTA expired at the end of June.
The RTA says the district has rejected proposals on class size, school safety and teacher pay.
The district has not yet publicly responded to the union's latest claims.
