Arrests have been made, and 25 dogs are recovering after being rescued from what investigators describe as horrific conditions in Wayne County.
Authorities say the animals were seized from a home on Marbletown Road in the Town of Arcadia.
Inside, deputies report the residence was covered in animal feces and urine.
80-year-old Dominic Vitaro, and 24-year-old Meghan Vitaro, both of Palmyra, are now charged with animal cruelty.
The dogs are currently in the care of the Humane Society.
