Rochester police have released bodycam footage of an encounter with a driver who says he was brutalized by officers.
It happened last month on Dale Street, when officers stopped 22-year-old Marvin Taylor's car.
Video shows Taylor refusing to roll down his heavily-tinted back windows.
Officers eventually broke out the driver's side window and dragged Taylor from the car.
Taylor was charged with obstruction and traffic infractions.
Chief David Smith says the department is reviewing the situation.
