Rochester police say they have video and information that the woman who was hit by a city plow truck had been involved in some sort of argument, or having a mental health crisis, before she was hit.
It happened around 6 last night on Driving Park Avenue.
Police are looking for additional video and witnesses.
The plow truck driver didn't stop, until officers spotted it near North Clinton Avenue.
The woman was initially listed in critical condition, but police now say her injuries are not considered life-threatening.
