Man Sentenced in Shootout Near State St. Hookah Lounge

One of the two men found guilty in the shootings that killed two people outside a hookah lounge on State Street in Rochester will serve 40 years to life in prison.

33-year-old Henry Phelps III, along with 25-year-old Marique Simkin, was convicted of 2nd-degree murder and gun charges in November.

Prosecutors say Simkin killed Lonnie Keys Junior during the shootout in March 2022, while Phelps killed Charles Robinson and wounded Simkin.

Simkin will be sentenced tomorrow.
