Rochester police have made an arrest in a fatal hit-and-run from last year.
42-year-old Ronald Lowman is charged with 2nd-degree manslaughter and leaving the scene.
Police say his car struck 36-year-old Richard Massey Junior, as Massey was getting out of his car on North Winton Road in February 2022.
This following a crash involving Lowman and another driver.
Lowman was already in jail on criminal sex act and weapons charges.
He'll be arraigned on the new charges Friday.
