Court to Decide if Rochester's PAB Can Discipline Police Officers

The state's highest court has heard arguments over whether Rochester's Police Accountability Board can discipline police officers.

The city's attorney, Andrew Celli, told The Court of Appeals the city charter not the police union contract controls the discipline process.

But the union attorney, Daniel DeBoldt, said the city gave up the right to control police discipline when it brought its charter in line with New York's Taylor in 1985.

Lower courts have sided with the union in previous rulings. The Court of Appeals could rule before the end of the year.
