The man arrested Monday for kidnapping a 9-year-old girl reportedly had been under investigation recently for allegedly sexually abusing a 12-year-old girl.
Sources tell the Albany Times Union that the alleged abuse occurred more than a year ago, but the complaint against Craig Ross Junior was lodged this summer.
The sources say the case was closed without any charges.
Ross is charged with the kidnapping Saturday at a state park campground in Saratoga County.
Meantime, sources tell the newspaper state police are looking into whether Ross could have been arrested immediately when a trooper saw him place a ransom note in the girl's parents mailbox. The arrest was made 14 hours later.
