Rochester City Council President Miguel Melendez is acknowledging a Council survey that found mostly negative opinions about the Police Accountability Board was not scientific.
The demographics of the more than 600 respondents don't resemble a cross-section of the city population. The respondents were disproportionately white, older, and more educated.
Roughly 80 percent said the PAB was not effective.
