The unemployment rate in the Rochester metro has risen slightly from a 3-decade low.
The state Labor Department says the preliminary jobless rate for November ticked up 3-tenths of a point to 2.8%
It's still just the second time the area's unemployment rate has come in at under 3%, going back to 1990.
The rate is also a point-and-a-half lower than the 4.3% statewide jobless rate.
