The report from an outside law firm investigating problems at Rochester's Police Accountability Board concludes that suspended Executive Director Conor Dwyer-Reynolds should be fired.
The report released this afternoon finds that Dwyer Reynolds claims of sexual harassment against former Board Chair Shani Wilson were not substantiated.
It also finds that Dwyer Reynolds ignored city ethics rules on handling confidential information, leaking confidential city documents to reporters on at least eight occasions.
In addition to firing Dwyer-Reynolds, the report concludes the PAB should hire an organizational consultant to address problems with its work environment and rebuild trust among its staff.
