The Rochester City Council is expected tonight to confirm David Smith as the permanent Rochester Police Chief.
The council held a confirmation hearing yesterday, that got contentious at times.
Smith says he's trying to give officers more time to prevent crime instead of chasing it.
Mayor Malik Evans named Smith as his choice for permanent chief last month.
Smith had been serving as interim chief since October.
