The maps were drawn by Democrats in the majority in both chambers after a bipartisan commission failed to reach a consensus on maps last week.
The proposed state Senate map would shift two seats to New York City.
The congressional map would create a new 24th District wrapping around the Lake Ontario counties from the Niagara River to the Thousand Islands.
Most of Monroe county, and part of Ontario county, would be in the 25th District.
