Rochester's new Police Accountability Board says the City Council has been blocking its efforts to hire a staff.
Board Chair Shani Wilson says the board was told recently by City Hall that the board can only recommend people for staff positions and the City Council will give final approval to them, and their salaries.
The board was also told the City Council President would have supervisory and firing authority over the staff.
The board's lawyers say the City Charter leaves the hiring up to the board.
