State Comptroller Tom DiNapoli is blaming poor management in a state agency for the slow rollout of the state's Emergency Rental Assistance Program.
He says only a small portion of the funds have been distributed, and aid isn't reaching many low-income and minority New Yorkers.
DiNapoli says in a new report that the Office of Temporary and Disability Assistance has struggled to provide information to eligible people, process applications, and report on the progress and distribution of funds.
As of August 9, the agency had made payments to around 7,000 households but had received 168,000 applications by July 30th.
