UPDATE: Rochester police have made a second arrest for the weekend shooting death of 16-year-old Manuel Rivera on Hague Street.
Police say Rivera was a bystander, and was wounded when 31-year-old Johnny Rodriguez, of Chili, and 31-year-old city resident Douglas Smith were shooting at each other.
The shooting broke out during what police said was an argument about a speeding dirt bike that nearly hit a child.
Both men are charged with second-degree murder. Smith pleaded not guilty this morning and Rodriguez is due in court tomorrow.
Police say Smith was already free on bail for allegedly firing shots into a relative's home after an argument last summer. He was also ticketed in June for Unauthorized use of a Motor Vehicle.
A 31-year-old man has been charged with killing a teenager in Rochester. Police say Manuel Rivera, 16, was shot and killed by 31-year-old Douglas Smith. Police say it happened just after 7 p.m. Saturday night on Hague Street. Police say Smith fired a gun at someone else after an argument over speeding dirt bikes and ATVs on the street. Investigators say Rivera was not involved in the argument and was not the intended target. A 30-year-old was shot in the lower body and is expected to survive. In July 2021, Smith allegedly fired multiple shots into the home of a family member after an argument. He was arrested and posted bond days later. He was arrested in June and charged with unauthorized use of a motor vehicle and issued an appearance ticket Smith has been charged with second-degree murder and second-degree criminal possession of a weapon.
