Governor Cuomo has unveiled a three-part plan to curb the surge in gun violence.
The governor says the most effective approach involves getting to young people before they enter a life of crime.
And one part of his plan involves empowering and funding community-based groups.
Another part of the plan could improve the employment prospects for young people, by creating a jobs pipeline, and offering career-based training.
Just last week, the governor declared gun violence a "disaster emergency" throughout New York.
