Governor Cuomo says the state's positivity rate is now at .4% -- down from nearly 8% back in January.
Cuomo says the more people get vaccinated, the lower the positivity rate will be.
He says right now, 69.9% of the state's population has been vaccinated, just .1% away from 70%, which is the benchmark the governor set for lifting most pandemic-related restrictions.
Cuomo says the state is focusing on zip codes that have the lowest vaccination rates.
