Republicans and breakaway Democrats in the Monroe County Legislature have defeated a Democratic resolution to censure one of those breakaway Democrats, Ernest Flagler-Mitchell .
The resolution also called for him to be stripped of his committee assignments.
An outside counsel report last week found Flagler-Mitchell violated the ethics code when he sent sexually explicit images to a young woman.
The vote against the resolution was 20-to-7.
By an identical vote, the legislature defeated an ethics reform bill backed by the Democratic caucus -- that would have expanded sexual harassment language in the ethics code.
