Report Says Flagler-Mitchell Violated County Ethics Code

The Monroe County Board of Ethics has concluded that County Legislator Ernest Flagler-Mitchell violated the county code of ethics when he sent explicit photos to a young county employee.

Flagler-Mitchell said he accidentally sent the 19-year-old woman photos that he meant to be seen by his wife.

The Board of Ethics says it's making the independent investigation public, but its business is now concluded and it has no authority to recommend any consequences for Legislator Flagler-Mitchell

The report says Flagler-Mitchell's explanation that the photos were sent by accident "lacks credibility." It also cites reports of similar incidents involving Flagler-Mitchell and 11 other women.
