The New York state Senate is expected to pass a bill that ends the sale of dogs, cats and rabbits in pet stores.
The measure is aimed at cracking down on puppy mills, because of poor living conditions, animal abuse, and the production animals with health issues.
Individual breeders would not be affected.
Pet stores would be allowed to use their display space to showcase adoptable animals instead.
Supporters say there are many good animals in need of rescue, so there is no need for puppy mills that abuse animals to supply pet stores.
