There is a proposal in the Monroe County legislature to impose heavy penalties on people riding illegal dirt bikes or ATVs on the streets.
Police could seize the machines and fine first-time offenders $500 to get them back. The fee would rise to $2,000 for a second offense.
The City of Rochester is considering a similar approach.
A man and a boy were killed last month in separate crashes involving illegal dirt bikes.
Dirt bike riders have jammed roads in the city and some suburbs.
