Rochester City Council Approves City's Police Reform Plan

The Rochester City Council has approved the city's police reform plan. The vote was 5 to 3.

Councilmembers Mary Lupien, Malik Evans and Mitch Gruber were the no votes.

The plan would reduce the number of police personnel over the next five to ten years -- and steer more money to health, youth, and conflict resolution programs.

Mayor Lovely Warren also wants the authority to fire police officers immediately for cause.

And she wants to overhaul the police recruiting system to eliminate bias against applicants of color.

The plan now heads to the governor.
