Confirmation Hearing Turns to Questions over PAB Independence

A Thursday night confirmation hearing on Connor Reynolds appointment as director of the new Police Accountability Board turned into concern over that board's independence from City Council.

Councilmember Michael Patterson objected to a memo written by Reynolds to his new staff this week, speaking of the board's independence. Patterson says that's not what he remembers voting for, he said he fears the PAB is asserting powers it doesn't have.

Reynolds answered that he focused his wording on precisely what the PAB law says, and he says it gives the board day-to-day independence over its own affairs. But he says the board needs to submit its recommendations to City Council for their approval. And Reynolds says this is how most independent agencies he's been involved with work.

Council will vote on Connor Reynolds' appointment at its next meeting.
