Failure to enforce the state's rules for preventing the spread of COVID-19 could be costly for local governments.
Governor Cuomo says areas that are deemed hot spots may lose funding if they don't make sure people wear masks and follow social distancing protocols.
Right now, the largest cluster of cases is located in the downstate region.
However, the number of new cases has been slowly rising in upstate areas the last few days.
