Rochester police are conducting an internal investigation of the use of force during an arrest on Friday.
Officers confirmed striking Roy Siplin, Junior, twice in the face. They said they did to to prevent him from reaching for a gun in his waistband.
Siplin was one of three men arrested on weapon charges after a report of gunfire near the Public Market and a car and foot chase.
Siplin suffered a hand injury and reported having breathing difficulties.
He was still in the hospital yesterday and his father is concerned.
Police have released body camera video of Siplin's arrest and say the video shows Siplin had failed to comply with repeated orders to comply with police as they chased and cuffed him.
