Cuomo says a phased re-opening has helped the state keep the number of covid cases at bay.
Phase 3 re-opening begins today for Western New York, with the Capital region to follow tomorrow. Phase 3 now includes large gatherings of 25 people, along with indoor dining, tattoo parlors, nail salons and massages. Five other regions began Phase 3 yesterday. Long Island and the Mid Hudson Valley are still in Phase 2, while New York City is in its second week of Phase I and may not be ready to move into the next phase until early July.
