Greater Rochester Chamber of Commerce CEO Bob Duffy says moving into Phase 3 of reopening meets a lot of community needs, starting with indoor dining at restaurants once again.
Duffy says indoor shopping malls aren't included in reopening plans yet. Nor are youth sports and fitness facilities. But he says if the coronavirus infection rates stay low, the governor might open them independent of Phase 4 which is scheduled for June 26th.
Duffy says as an advisor to the governor the chamber has forwarded hundreds of business reopening plans, and seen the state's guidelines change to reflect their input.
Meanwhile, stores at malls that have a separate entrance, not THROUGH the mall, can be open under Phase Two.
