Governor Cuomo says it will be up to international experts to determine when the restart of the regional economy can move to Phase Two.
He says the state is giving the data to the experts to be analyzed, and it will be up to them to sign off on the step to the next phase.
Cuomo told an Albany radio station the experts will be looking at infection and transmission rates, hospitalizations, and testing and tracing numbers.
Confused businesses and local leaders had been expecting an announcement from the governor yesterday that Phase Two would start today.
Businesses eligible to reopen in Phase 2 include hair salons, administrative support, real estate rental and retail.
