Police Accountability Board Member Bias Questioned By RPD Union

The union representing Rochester police officers is questioning the independence of one of the members of the city's new Police Accountability Board.

Board member Miquel Powell took part in a demonstration yesterday against the handcuffing of a 10-year-old girl during a traffic stop on Sunday.

Union President Mike Mazzeo says Powell's actions validate the union's concerns that he will review police conduct without bias.

Police say the girl was cuffed for her own safety because she ventured too close to a highway.

A court ruling this month stripped the board of its power to discipline officers, but that ruling is expected to be appealed.
