Rochester Mayor Lovely Warren is set today to formally present her budget proposal to the City Council.
It is the most challenging year for the City since Warren took office.
The City was already looking at a budget shortfall of $28 million before the coronavirus shut down businesses and reduced sales tax revenue for the city.
About 30% of city revenue comes from the sales tax.
Last week, Warren announced furloughs, job-shares and layoffs affecting more than 400 city employees.
