Governor Cuomo says statewide testing of essential workers for COVID-19 antibodies is showing they tested below the general population.
In addition, Cuomo said elective surgeries will start in 12 more counties, but not the New York City area or on Long Island.
He also announced that the North Country Joins the Finger Lakes, Southern Tier and Mohawk Valley Regions, which have met the seven benchmarks needed to begin re-opening on Friday.
The governor also said cases continue to trend down, while 166 people lost their lives from the virus yesterday.
