The Rochester-Finger Lakes region meets five of the seven conditions required by Governor Cuomo to begin to reopen its businesses.
The region still needs more coronavirus testing and needs more than 300 contact tracers before it can reopen.
The region already has a declining infection rate and has the hospital capacity available if there is a new wave of cases.
Cuomo says businesses will have to re-open "in stages", to prevent a second surge of coronavirus patients.
