Nearly 2,400 people are now sick with coronavirus across New York State.
That's the highest of any state in the nation.
Most are in New York City.
The number of deaths climbed to at least 21.
Governor Cuomo says it's to the point of deciding "how many people are going to live, how many people are going to die?"
He stopped short of issuing a shelter in place but did order businesses to keep half their employees working from home.
