Cuomo Proposes State Medicaid System Overhaul

New York Governor Andrew Cuomo is proposing a $ 178 billion state budget, including an overhaul of the Medicaid system, in order to address an expected shortfall.

Under the proposal, counties would have to pony up more cash if their Medicaid spending grows by more than three-percent, as the state faces an expected six-billion-dollar funding gap --largely driven by the increasing costs of Medicaid.

Governor Cuomo also proposed what he calls the nation's most aggressive climate change program, additional infrastructure spending, and a new formula in terms of funding schools. He wants more state funding put into poorer schools, like Rochester's, while taking some away from wealthier towns, like Pittsford.

Finally, Governor Cuomo re-stated his desire to see marijuana legalized for adults, saying that the budget is the best option towards getting it passed.
