Governor Cuomo is set to deliver his State of the State speech today in Albany.
He has already laid out a number of his proposals, including the elimination of the so-called pink tax on women's products, and legalization of for-hire surrogacy.
He also wants to lower prescription drug costs, and study high-speed rail service between Buffalo and New York City.
