The Rochester City School District has sent Albany the final version of its improvement plan.
The State Education Department wanted changes to the district's previous submissions.
The action plan is in response to a state consultant's report last year on problems in the district -- and his recommendations on how to fix them.
School board President Van White says the board finished the changes to the plan on Wednesday.
