The state transportation department has given a green light to the plans for a Whole Foods plaza along Monroe Avenue in Brighton.
Town Supervisor Bill Moehle says the state's traffic study concluded the plans have minimized the environmental impacts "to the maximum extent possible'.
Lawsuits challenging the development are still pending in court.
