The Wayne Central school board has voted against removing board members Steven Gallaher and Dennis Landry.
They were accused of entering a closed elementary school building last year without authorization, causing a police response.
They claimed the building was unlocked and they did nothing wrong.
They both faced five misconduct charges, and were both found guilty of two.
