A man and a woman in Newark have been arrested on charges they left three children in a cold basement.
The children -- ages 11, 8 and 7 -- reportedly were sleeping there, event when temperatures were in the 40s.
Kayla Belcher and Corie Snyder reportedly were warned once by Child Protective Services to move the children out of the basement, but failed to comply. Snyder also faces a harassment charge.
