Lightfoot was nominated by Council President Loretta Scott, and the Council is expected to vote on the nomination tonight.
He would succeed former Councilman Adam McFadden, who lost his council seat two weeks ago when he pleaded guilty to federal charges.
Lightfoot was elected to the Council in 2017 and previously served in the Monroe County Legislature.
