Circular EnerG LLC wants to build the incinerator at the former Seneca Army Depot in Romulus. The trash would be delivered by trucks trains from across the northeast.
But the legislation would prohibit development of trash incinerators in the Finger Lakes Watershed.
He spoke against the incinerator last year, and local buisnesses and residents are urging him to sign the bill.
