The shooting happened before dawn Sunday at the Creek House Commons apartments on White Swan Drive.
Police say the gunman assaulted a woman during a domestic dispute, then shot a man outside who had answered the woman's call for help.
The victim was shot in the leg and injured his head in a struggle for the rifle. He is in stable condition.
