Grand Jury to Investigate Alleged use of Excessive Force by 2 RPD Officers

A grand jury will investigate the alleged use of excessive force by two Rochester police officers. 

Police officers Michael Sippel and Spenser McAvoy were suspended without pay last month for the beating of Christopher Pate in May. They were found to have violated departmental policies and face termination. 

The grand jury will determine if there is sufficient evidence for criminal charges. Pate says he was beaten after he showed officers ID proving he was not the man they wanted. He suffered injuries to his jaw and broken bones in his face when he was arrested on resisting arrest charges that were later dropped. 

The encounter was recorded on a police body camera.
