The Rochester City Council is expected tonight to consider a proposal by Mayor Warren that she says would expand affordable housing opportunities for city residents. She wants to amend the thresholds in the city charter that define who qualifies for affordable housing.
As written now, the charter defines low and moderate individuals as those earning up to 120 percent of the median income for the entire six-county region, even though the median income in the city is much lower than the rest of the region.
In addition, the change would give incentives to developers to build housing units for people in the lowest income levels.
