Billionaire Tom Golisano has offered $25 million toward construction of a performing arts center, a residential tower and shops.
Warren says a final development plan must resolve some unanswered questions.
Warren says she wants the project to be a true entertainment complex, not just a theater for touring Broadway shows.
Golisano says his offer is not good forever. The city is still working on getting financing for the balance of the cost.
