Governor Cuomo will deliver his budget address tomorrow at 1 p.m.
The current state budget is $153 billion and expires at the end of March. The state is facing a projected $4.4 billion deficit for the fiscal year that starts April 1.
Cuomo will likely want to cap spending growth to cut that deficit in half, but he will still face limitations on new spending. And the state is facing the potential loss of federal Medicaid dollars.
Cuomo also may say more in the address about his proposal to replace the state income tax system with a payroll tax. It's a move that could restore full deductibility of state taxes that was cut by the new federal tax law.
