The debate continues this evening over the future of Parcel 5 at the former Midtown Plaza site downtown.
The Rochester City Council is taking public comments at a forum, starting at 5:30 p.m., in Council Chambers.
Mayor Lovely Warren supports the plan by the Rochester Broadway Theatre League and Morgan Properties to build a Performing Arts Center and a 13-story apartment tower.
But Warren's opponents for re-election, and others, have questioned the financing for the plan and its impact on other venues.
