A Phelps man has been charged with aggravated animal cruelty after a joint investigation by state police and the Ontario County Humane Society.
Chris Duval was charged after an emaciated pit bull was found on his property off County Road 26.
Trooeprs were serving a warrant on another matter when they came across the malnourished dog, named Zeus.
They say the dog was confined in a small space on a feces-covered floor. The dog had an untreated mass in his head, and was in such bad shape that veterinarians had to euthanize him.
Duval was arrested by a Humane Society officer with assistance from troopers and is being held without bail.
