Webster 4th grade teacher arrested for recording girls changing

Webster, NY- Webster Police say a teacher at State Road Elementary School has been arrested after he allegedly recorded two female students changing their clothes inside a bathroom.

Terrance Hoctor, 44, is charged with two counts of unlawful surveillance and two counts of endangering the welfare of a child.



The alleged incident took place on Friday March 3, and district officials were notified about it on March 5.

"I  want to thank the young victims who came forward with this information," Webster Police Chief Joseph Rieger said. "It took a lot of courage for these young children to come forward and say something.  They did the right thing."

Webster School Superintendent Carmen Gumina says Hoctor has been employed in the district since September 2006, with all his time spent at State Road Elementary.  Hoctor remains on paid administrative leave as the investigation continues.

Hoctor was released after posting $40,000 bond.

Police say they believe this is an isolated incident, but anyone with additional information should call 911.
